Introduction

The Dakar 2026 Youth Olympic Games Organising Committee (hereinafter “YOGOC DAKAR 2026”) has established the following General Terms and Conditions for the purchase, possession and use of Tickets for competitions and events related to the Dakar 2026 Youth Olympic Games (hereinafter the “Dakar 2026 YOG”), available on the official Dakar 2026 YOG ticketing platform used by YOGOC DAKAR 2026 to make Tickets available. Please read these General Terms and Conditions carefully. By ordering, purchasing, possessing or using a Ticket, you certify that you have read, understood and accepted these General Terms and Conditions.

Access to the Venue, Security and Conduct of the Purchaser/Ticket Holder/Spectator:

The Purchaser/Ticket Holder/Spectator may be subject to security checks before entering a Venue. In this context, YOGOC DAKAR 2026 reserves the right to request that the Purchaser/Ticket Holder/Spectator prove their identity and/or confirm that they are authorised to hold the Ticket (at the discretion of YOGOC DAKAR 2026) in accordance with these General Terms and Conditions.

In all cases, the Purchaser/Ticket Holder/Spectator must comply with the instructions of YOGOC DAKAR 2026, particularly with regard to security, access and prohibited items within the Venue, as well as the standard guidelines applicable during the Dakar 2026 YOG or any event related to the Dakar 2026 YOG.

The Purchaser/Ticket Holder/Spectator must arrive sufficiently in advance of the start of the Session in order to comply with all access formalities and security checks. In the event of late arrival, the Purchaser/Ticket Holder/Spectator may be required to wait before being granted access to the Venue and/or may be refused entry depending on the circumstances, without entitlement to any refund or compensation from YOGOC DAKAR 2026.

YOGOC DAKAR 2026 reserves the right to refuse access to the Purchaser/Ticket Holder/Spectator or request that they leave the Venue, without refund, if they fail to comply with YOGOC DAKAR 2026 instructions, particularly regarding security, if they behave inappropriately during the Dakar 2026 YOG and/or any event related to the Dakar 2026 YOG, or if they fail to comply with these General Terms and Conditions.

Any Purchaser/Ticket Holder/Spectator undertakes to behave respectfully and not to engage in any conduct likely to disturb, inconvenience, threaten or endanger the organising bodies of the Dakar 2026 YOG, referees, athletes, staff and volunteers involved in the organisation of the Dakar 2026 YOG, as well as security teams and law enforcement authorities. Any Purchaser/Ticket Holder/Spectator undertakes to comply with the rules applicable within the Venues.

The following conduct is strictly prohibited, without limitation:
  • crossing or attempting to cross any barrier, fence or area prohibited to the public;
  • entering or attempting to enter the field of play, competition areas or any area reserved for athletes, officials or organisers;
  • selling or reselling within or near the Venue any article or promotional or commercial item without the prior authorisation of YOGOC DAKAR 2026;
  • bringing and/or keeping sports equipment/accessories that could be used or resemble those used by athletes during Dakar 2026 YOG competitions;
  • any disruptive or dangerous behaviour or conduct likely to affect the proper running of the Session, the safety of persons or the facilities;
  • being visibly intoxicated or under the influence of illegal substances;
  • any form of violence, threats, intimidation, abusive, discriminatory or hateful language;
  • organising or participating in the dissemination or display of commercial messages constituting ambush marketing activities;
  • carrying out any unauthorised demonstration within or around the Venues, whether for commercial, activist or personal purposes;
  • disrupting or attempting to disrupt the operation of services, particularly technical services, related to the organisation of the Dakar 2026 YOG;
  • conducting any commercial activity whatsoever, or offering (free of charge or for sale), selling or possessing items with the intention of selling them, without the prior written authorisation of YOGOC DAKAR 2026 and/or the IOC;
  • failure to comply with safety instructions, Venue regulations or instructions from authorised staff.

YOGOC DAKAR 2026 reserves the right to amend these General Terms and Conditions at any time. YOGOC DAKAR 2026 invites all Purchasers/Ticket Holders to regularly consult the General Terms and Conditions available on the official Dakar 2026 YOG ticketing platform.

1. Definitions

The following terms and expressions shall have the meanings assigned to them below, regardless of whether they are used in the singular or plural form.

1.1
« Purchaser » means the Person who ordered and paid YOGOC DAKAR 2026 for one or more Tickets and who will be recorded in the records of YOGOC DAKAR 2026 as the original purchaser of the Ticket(s).
1.2
« Beneficiary » means the Person to whom one or more Tickets have been allocated free of charge as part of the YOGOC DAKAR 2026 solidarity ticketing programme or any other official YOGOC DAKAR 2026 programme.
1.3
« Ticket » means proof of a licence issued by YOGOC DAKAR 2026 granting the right to access a Session. The Ticket may be in mobile or printed form.
1.4
« Accessible Ticket » means a Ticket, within the meaning of Article 1.3, issued to a wheelchair user, granting access to a Session under adapted conditions.
1.5
« IOC » means the International Olympic Committee, as the supreme authority of the Olympic Movement, an international non-governmental non-profit organisation with unlimited duration, possessing legal personality and recognised by the Swiss Federal Council.
1.6
« NOC » means a National Olympic Committee.
1.7
« CNOSS » means the Senegalese National Olympic and Sports Committee.
1.8
« YOGOC DAKAR 2026 » means the Dakar 2026 Youth Olympic Games Organising Committee. YOGOC DAKAR 2026 is an association governed by Senegalese law responsible for the planning, promotion and organisation of the Dakar 2026 YOG.
1.9
« Order » means a request to purchase Tickets made by a Purchaser, including requests being processed and those already processed, whether or not the Purchaser successfully obtained the requested Tickets.
1.10
« General Terms and Conditions » means these general terms and conditions for the purchase, possession and use of Tickets in connection with the Dakar 2026 YOG.
1.11
« Ticket Holder(s) » means a Person in possession of a valid Ticket and, for the avoidance of doubt, includes a Purchaser, a Beneficiary and/or any other Person who purchases, possesses or uses a Ticket, regardless of nationality and regardless of the source through which the Ticket was acquired free of charge or for consideration.
1.12
« Personal Data » means information identifying the Purchaser as an individual and may include (without limitation) name, country or area of residence, telephone number, email address, year of birth and Ticket purchase details.
1.13
« IF » means an International Federation, an organisation recognised by the IOC responsible for the governance of a sport worldwide and for promoting and developing that sport. IFs are responsible for overseeing the organisation of international events and world championships.
1.14
« NF » means National Federation. It refers to a body responsible for the governance of a sport at national level and for promoting and developing that sport within a country or territory. National Federations are responsible for overseeing the organisation of national events and championships.
1.15
« Dakar 2026 YOG » means the Dakar 2026 Youth Olympic Games.
1.16
« Member of the Olympic Movement » means the IOC, CNOSS, NOCs, IFs, NFs, YOGOC DAKAR 2026 or any other Youth Olympic Games Organising Committee.
1.17
« Stakeholder » means IOC TOP Partners, YOGOC DAKAR 2026 sponsors, rights-holding broadcasters, the Government of the Republic of Senegal, host city councils and affiliated governmental organisations.
1.18
« Person » means a natural person (individual) or legal entity (company, association, trust, etc.).
1.19
« Photo Identification » means a valid photo identification document issued by an official governmental authority proving the identity of the holder (original passport for non-residents in Senegal, or any other document compliant with the laws of the Republic of Senegal for Senegalese residents). The document must contain a photograph.
1.20
« Official Dakar 2026 YOG Ticketing Platform » or « Platform » means the official website accessible at: www.tickets.dakar2026.org, providing individuals with the opportunity to obtain information about the Dakar 2026 YOG ticketing programme and to purchase Tickets.
1.21
« Session » means an event or group of events related to the Dakar 2026 YOG (including, without limitation, sporting events, non-sporting events and the opening and closing ceremonies) for which Tickets have been issued by YOGOC DAKAR 2026.
1.22
« Venue » means any competition or non-competition venue under the control of YOGOC DAKAR 2026, access to which requires a Ticket, as well as all adjacent areas under the control of YOGOC DAKAR 2026.

« Official YOGOC DAKAR 2026 Website » means the official Dakar 2026 YOG website accessible at: https://www.olympics.com/dakar-2026/
1.24
« Official On-Site Ticketing Sources » means the official sources authorised by YOGOC DAKAR 2026 to sell or distribute Tickets offline, namely: (i) ticket offices established near Dakar 2026 YOG Venues and (ii) any other Ticket sales outlet established by YOGOC DAKAR 2026 in Senegal.
1.25
« Spectator » means a Person who accesses a Venue to watch or intends to watch a Dakar 2026 YOG Session. A Spectator is necessarily a Ticket Holder.

2. Applicable General Terms and Conditions

2.1
All Tickets are issued subject to these General Terms and Conditions.
2.2
Ticket Holders who do not enter the Venue no later than thirty (30) minutes before the end of the Session may be denied entry to the Venue.
2.3
By ordering, purchasing, possessing or using a Ticket, the Purchaser and/or the Ticket Holder agrees to comply with these General Terms and Conditions.
2.4
Purchasers and Ticket Holders are responsible for complying with these General Terms and Conditions. YOGOC DAKAR 2026 reserves the right to terminate the licence granted by any Ticket purchased or obtained from sources other than the authorised ticketing sources, namely the Official Dakar 2026 YOG Ticketing Platform or the Official On-Site Ticketing Sources.
2.5
The Purchaser must be at least eighteen (18) years old at the time of purchase. Should another age restriction be established under Senegalese law, these General Terms and Conditions shall be amended in accordance with the procedure set out in Article 2.7 below. In order to attend the Dakar 2026 YOG, any person under eighteen (18) years of age is recommended to be accompanied by an adult having authority over them. Any Purchaser who has not reached the age of majority under the laws and regulations applicable in their country at the time of purchase (a “Minor”) must obtain the consent of their parent or legal guardian in order to provide the required information and participate in the purchase of Tickets. The parent or legal guardian of a Minor consents to the purchase of Tickets by the Minor and accepts these General Terms and Conditions on behalf of the Minor. YOGOC DAKAR 2026 reserves the right to request proof of such consent and may cancel any Ticket purchased by such Minor who is unable to provide such proof upon request.
2.6
The purchase or acquisition of Tickets requires the creation of a customer account on the Official Dakar 2026 YOG Ticketing Platform, enabling YOGOC DAKAR 2026 to ensure the proper management of access by individuals/groups/schools to their Ticket Orders. Any person may create an account and purchase or obtain Tickets. Each individual/group/school shall take all reasonable precautions to prevent disclosure of their password and any misuse or unauthorised use by third parties. Each individual/group/school is responsible for informing YOGOC DAKAR 2026 as soon as possible if they become aware of or suspect any misuse or unauthorised use of their customer account. To the extent permitted by applicable law, YOGOC DAKAR 2026 shall not be liable for damages caused by misuse or unauthorised use of a customer account by third parties.
2.7
In the event of amendments to these General Terms and Conditions, such amendments shall enter into force upon publication on the Official YOGOC DAKAR 2026 Website and/or the Official Dakar 2026 YOG Ticketing Platform. Continued use of the Ticketing Platform, the placing of an Order, and/or the purchase, possession and/or use of Ticket(s) following such publication shall constitute acceptance of the amendments. However, where the amendments are detrimental to consumers, YOGOC DAKAR 2026 shall notify such amendments at least thirty (30) days prior to their entry into force.
2.8
When acquiring Tickets free of charge or for consideration, the Purchaser or Beneficiary undertakes to inform all associated Ticket Holders of all relevant rules and regulations governing the use of a Ticket by the Ticket Holder to attend a Session. More specifically, the Purchaser or Beneficiary undertakes to bring to the attention of any Ticket Holder intending to use a Ticket acquired by the Purchaser or Beneficiary the Spectator Guide, available at [insert link to Spectator Guide once the platform becomes available], in addition to these General Terms and Conditions.
2.9
Ticket prices shall be determined by YOGOC DAKAR 2026. The criteria relating to the purchase, transfer or allocation of seats shall be determined by YOGOC DAKAR 2026.
2.10
Ticket distribution is subject to availability. YOGOC DAKAR 2026 reserves the right to establish and impose limits on the number of Tickets available. In the event that such limits are exceeded, YOGOC DAKAR 2026 may refuse, in whole or in part, any request for additional Tickets.

3. Ticket Prices

3.1
The face value price of each Ticket shall be determined by YOGOC DAKAR 2026. All Ticket prices are stated in CFA Francs (XOF/FCFA), inclusive of all taxes, but excluding booking, collection and delivery fees.
3.2
The face value price applicable to each category shall be available in the “Seating and Pricing” section on the page of each Session. Different pricing categories may be offered depending on the Session.
3.3
YOGOC DAKAR 2026 allows individuals to purchase up to thirty (30) Tickets per person throughout the entire duration of the Dakar 2026 YOG, subject to the following limits:
  • sixteen (16) Tickets per Session for low-demand Sessions;
  • ten (10) Tickets per Session for high-demand Sessions.
YOGOC DAKAR 2026 reserves the right to amend these limits at any time.
3.4
YOGOC DAKAR 2026 reserves the right to amend its prices at any time. Tickets shall be invoiced on the basis of the prices in force at the time the Orders are registered.
3.5
The Purchaser acknowledges and agrees that circumstances beyond the control of YOGOC DAKAR 2026 may arise, resulting in the allocation of Tickets in a lower category due to changes in venue zoning, seating configuration or seat category. In such cases, no refund shall be available, except where the Purchaser exercises the right of withdrawal referred to in Article 3.6 below. In the event of an upgrade resulting from the same circumstances referred to above, any price difference shall be borne by YOGOC DAKAR 2026.
3.6
In the event of a modification to the venue zoning resulting in a change to the category initially reserved, the Purchaser shall benefit from a right of withdrawal allowing them to request the cancellation of their Order and obtain a refund from YOGOC DAKAR 2026.
3.7
YOGOC DAKAR 2026 may establish special prices for persons with reduced mobility. Specific eligibility criteria and discounted prices may be found on the Official Dakar 2026 YOG Ticketing Platform. Ticket Holders benefiting from such reduced prices may be required, upon request by an official, employee, volunteer, partner or service provider authorised by YOGOC DAKAR 2026, to provide proof of eligibility for the discount. Failure to provide proof of eligibility for the discount shall constitute a material breach of these General Terms and Conditions and may result in the cancellation of the Order or the Tickets issued. Furthermore, the Ticket Holder may be denied access to the Venue, requested to leave the Venue, or required to pay the full undiscounted Ticket price.

4. Payment

4.1
By confirming an Order, the Purchaser authorises YOGOC DAKAR 2026 to collect payment for all Tickets that may be allocated to the Purchaser, including all applicable processing fees.
4.2
Payment for Tickets may be made using the payment methods accepted on the Official Dakar 2026 YOG Ticketing Platform. YOGOC DAKAR 2026 provides for two (2) methods of payment:
  • VISA and Mastercard bank cards; or
  • Mobile money services (Orange Money or Wave).
The payment method used to purchase Tickets must be registered in the name and at the address of the Purchaser. YOGOC DAKAR 2026 reserves the right to reject any Order that does not comply with this requirement.
4.3
Ticket prices are stated in CFA Francs (XOF), inclusive of all taxes, and all transactions shall be conducted in CFA Francs.
4.4
Full and timely payment for all Tickets constitutes an essential and material obligation of the Purchaser, who must provide all required information and confirm that they have sufficient funds available for the duration of the applicable sales phase until payment has been collected by YOGOC DAKAR 2026. No purchase may be amended or cancelled, and YOGOC DAKAR 2026 shall not be held liable for any errors made by the Purchaser in connection with the communication or booking process.

5. Delivery

5.1
The Purchaser agrees to receive all Tickets purchased through the Official Dakar 2026 YOG Ticketing Platform in mobile format. Tickets purchased at on-site ticket offices shall be issued in physical format. Each Ticket is unique, and the barcode contained therein shall be scanned by YOGOC DAKAR 2026, in particular at the entrance to Venues requiring a Ticket, and shall grant limited access for one person and one entry only, except as otherwise specifically provided under Articles 5.3, 5.4, 5.5 and 5.6 below.
5.2
The Ticket must be legible and presented on a device in good working condition. In the event of poor readability, access to the Venue may be denied. Tickets must not be presented as screenshots or photographs. Any attempt to reproduce a Ticket is strictly prohibited.
5.3
The first scan of the barcode/QR code grants access to the Venue. For Venues hosting multiple Sessions, a second scan may be required at the entrance to each Session corresponding to the Ticket category.
5.4
Minor Beneficiaries under the solidarity ticketing programme must be accompanied by adult supervisors. Each accompanying adult must hold a valid group Ticket authorising access to the Venue with a maximum of fifteen (15) Beneficiaries (in addition to the accompanying adult); i.e., a total of sixteen (16) persons
5.5
Children aged three (3) years and under may access Venues free of charge, provided that they are accompanied by an adult holding a valid Ticket, can sit on the accompanying adult’s lap, and do not occupy an additional seat.
5.6
Wheelchair users may, at the time of purchase, select an Accessible Ticket granting access to seating specifically designated for wheelchair users.
5.7
Any person holding an Accessible Ticket may be accompanied by one (1) companion. Such companion shall be admitted free of charge upon presentation of the valid Accessible Ticket held by the wheelchair user; both seats shall be located side-by-side or in close proximity within the dedicated area. The wheelchair user purchases their Ticket online through the Official Dakar 2026 Ticketing Platform. At the time of purchase, they are informed that their “Accessible” Ticket, together with one complimentary Ticket for a companion, shall be issued on-site at the ticket office on the day of the event.
5.8
Persons with disabilities or reduced mobility (other than wheelchair users) must purchase a standard Ticket but shall, subject to availability on the day of the Session, be allocated the most accessible seats within their seating block (close to exit stairs, front row seating).
5.9
Any person holding a Ticket granting entitlement to specific seating arrangements may be required to present supporting documentation at the entrance to the Venue.
5.10
It is the responsibility of the Purchaser/Ticket Holder to ensure that the information indicated on the Ticket is accurate. Upon receipt of the Ticket, the Purchaser must verify, in particular, the name, date and time of the Session and the price indicated on the Ticket. No subsequent claims shall be accepted.
5.11
Once in possession of the Ticket, the Purchaser shall bear sole responsibility for safeguarding the Ticket. The Purchaser shall not be entitled to any compensation in the event of loss, theft, forgetfulness or damage to the Ticket.
5.11
YOGOC DAKAR 2026 shall not be responsible for the delivery of Tickets purchased or obtained through sources other than the Official Dakar 2026 YOG Ticketing Platform or the Official On-Site Ticketing Sources.

6. Tickets

6.1
All Tickets remain the exclusive property of YOGOC DAKAR 2026.
6.2
A Ticket grants a revocable licence to enter a Venue for the purpose of attending a Session. A valid Ticket must be presented in order to gain admission to a Session or Venue. YOGOC DAKAR 2026 may revoke such licence at any time if the Ticket Holder fails to comply with these General Terms and Conditions.
6.3
The Ticket Holder may enter a Venue to attend Sessions and occupy a space or seat during a Session. This may consist of a specific reserved seat or space, or general admission access to areas designated for Spectators within the Venue. Venue maps are provided for informational purposes only and shall not have contractual value.
6.4
For Purchasers who have purchased discounted Tickets, presentation of appropriate photo identification and proof of eligibility for the discount shall be mandatory upon entry to the Venue. In the absence of proof of eligibility, the Ticket Holder may be required to pay the remaining balance of the full Ticket price. Refusal to pay such balance may result in the Ticket Holder being denied admission to the Venue and/or being requested to leave the Venue. In such circumstances, the Purchaser shall not be entitled to any refund.
6.5
Ticket Holders are responsible for all Tickets in their possession and are solely responsible for safeguarding such Tickets. Neither the Ticket Holder nor the Purchaser shall be entitled to any compensation for lost, stolen, forgotten or damaged Tickets. Duplicate Tickets may not be issued. A Ticket Holder may be denied entry to, or requested to leave, the Venue for presenting a Ticket that is unreadable by the access control devices.
6.6
Ticket Holders must comply with these General Terms and Conditions and with the instructions issued by YOGOC DAKAR 2026. Any refusal to comply with such instructions or any breach of these General Terms and Conditions may result in denial of access to, or expulsion from, the Venue. In such circumstances, the Purchaser shall not be entitled to any refund.
6.7
As a general principle, if a Ticket Holder leaves a Venue for any reason other than an emergency evacuation, the Ticket Holder may not use the same Ticket to re-enter the Venue. In cases deemed exceptional by YOGOC DAKAR 2026, at its sole discretion, re-entry may be authorised and the Ticket Holder who has left the Venue may use the same Ticket to return to the Venue.
6.8
At certain Venues, the Ticket held by the Spectator may entitle the Spectator to multiple entries and exits from the applicable Venue. Information relating to any re-entry rights shall be detailed on the Official Dakar 2026 YOG Ticketing Platform.
6.9
Ticket Holders must retain their Tickets at all times while attending a Session, and the Ticket must be presented for inspection upon request by YOGOC DAKAR 2026 or any person authorised by YOGOC DAKAR 2026, including any official, agent, police officer, volunteer or employee present at the Venue. Failure to do so may result in the Ticket Holder being required to leave the Venue.
6.10
A Ticket Holder may be required to present their Ticket when leaving the Venue perimeter. YOGOC DAKAR 2026 reserves the right to reallocate to a Ticket Holder another seat or space (as determined by YOGOC DAKAR 2026 at its sole discretion) for any Venue or Session, without refund.
6.11
In the event of the official cancellation of a Session, refund requests shall be processed in accordance with the procedures communicated by YOGOC DAKAR 2026.
6.12
In accordance with the provisions of Decree No. 2008-718 of 30 June 2008 relating to electronic commerce, Tickets for events and entertainment are, by their nature, excluded from any right of withdrawal. All Orders are final and binding.

Furthermore, several Tickets allocated for “adjacent seating” may be replaced by Tickets for “non-adjacent seating” without any refund being granted. If a seat or space corresponding to the Ticket cannot be provided, the Purchaser may request a refund in accordance with these General Terms and Conditions.
6.14
Ticket Holders must allow sufficient time prior to the Session to travel to and gain access to the Venue, taking into account travel time, queuing and security screening before entering the Venue. A Ticket Holder arriving after the start of a Session may be required to wait for an appropriate break in the Session before being permitted to access their seat. Neither the Ticket Holder nor the Purchaser shall be entitled to any refund in the event of late arrival at the Venue.

7. Resale and Transfer of Tickets

7.1
Tickets may not be purchased or obtained from sources other than authorised ticketing sources. YOGOC DAKAR 2026 shall not be responsible for Tickets obtained from sources other than the Official Dakar 2026 YOG Ticketing Platform or the Official On-Site Ticketing Sources. Tickets obtained from other sources may not be reissued and may be declared void, seized or cancelled. Entry may also be denied where the Ticket scanning system is unable to scan the Ticket because it was acquired through unauthorised sources. In such circumstances, the Purchaser shall not be entitled to any refund. Furthermore, Tickets may not be used for lotteries, contests or other promotional activities without the prior written authorisation of YOGOC DAKAR 2026.
7.2
Tickets must not be sold or advertised for sale, whether on the Internet, in newspapers or through any other medium.
7.3
No resale of Tickets shall be permitted on the Official Dakar 2026 YOG Ticketing Platform.

8. Cancelled Ticket

8.1
Any Ticket reasonably believed to have been obtained in breach of these General Terms and Conditions shall be deemed void, and all rights conferred or evidenced by such Ticket shall be cancelled. In such circumstances, the Purchaser shall not be entitled to any refund.
8.2
Any person seeking to use a Ticket reasonably believed to have been obtained in breach of these General Terms and Conditions in order to gain entry to or remain at a Session may be considered a trespasser and may furthermore be subject to expulsion and/or legal proceedings.

9. Changes to Session Schedules, Delays, Postponements and Cancellations

9.1
Ticket Holders acknowledge that Sessions may be delayed, interrupted, postponed, brought forward or cancelled after the purchase and issuance of Tickets. YOGOC DAKAR 2026 shall use reasonable efforts to communicate such situations to Purchasers. It shall be the responsibility of the Purchaser, where applicable, to communicate such information to the Ticket Holder. Once YOGOC DAKAR 2026 becomes aware of the delay, interruption, postponement, rescheduling or cancellation of a Session, it shall publish the relevant information on the Official Dakar 2026 YOG Ticketing Platform as soon as reasonably practicable. Only the Official YOGOC DAKAR 2026 Website contains the official Dakar 2026 YOG competition schedule. No other website contains the official Dakar 2026 YOG competition schedule, including dates, times, country draws and team allocations. YOGOC DAKAR 2026 shall not be responsible for information communicated on other websites. It is the responsibility of the Ticket Holder to verify whether any changes have been made to the Session schedule. No refund shall be granted in the event of a delay or advancement of a Session occurring on the same day. In the event that a Session which has not commenced is postponed to a later date, and such new date is not suitable for the Purchaser, the Purchaser must notify YOGOC DAKAR 2026 and submit their request no later than 30 November 2026 to the following address: “xxxxxxxxx@.........org”. Refunds shall not be automatic and shall be subject to review by YOGOC DAKAR 2026; supporting documentation may be requested in support of each refund request.
9.2
YOGOC DAKAR 2026 does not guarantee that Ticket Holders shall be informed of any such delay or postponement prior to the date of the relevant Session. The Dakar 2026 YOG competition schedule is subject to change.
9.3
If a Session commences as scheduled and is interrupted after having started, and YOGOC DAKAR 2026 determines that the Session has been substantially completed, neither the Purchaser nor the Ticket Holder for the interrupted Session shall be entitled to any refund. Furthermore, Tickets may not be exchanged for another Session.
9.4
If a Session commences as scheduled, is interrupted, and YOGOC DAKAR 2026 determines that the Session has not been substantially completed, and the Session is rescheduled as a new Session (i.e., separate from an existing scheduled Session), the Ticket Holder may retain and use the original Ticket for admission to the rescheduled Session. Neither the Purchaser nor the Ticket Holder holding a Ticket for the rescheduled Session shall be entitled to a refund of the face value of the Ticket. Furthermore, Tickets may not be exchanged for another Session.
9.5
If a Session commences as scheduled, is interrupted, and YOGOC DAKAR 2026 determines that the Session has not been substantially completed, and the Session is rescheduled as part of an existing Session (i.e., it does not take place as a new Session), the Purchaser may request a refund of the face value in accordance with these General Terms and Conditions. However, Tickets may not be exchanged for another Session.
9.6
If a Session is cancelled (i.e., it does not take place at all), YOGOC DAKAR 2026 shall use reasonable efforts to notify Purchasers in advance. It shall be the responsibility of the Purchaser to communicate such information to the Ticket Holder. Once YOGOC DAKAR 2026 becomes aware of the cancellation of a Session, it shall publish the relevant information on the Official Dakar 2026 YOG Ticketing Platform as soon as reasonably practicable. It is the responsibility of the Ticket Holder to verify whether a Session has been cancelled. YOGOC DAKAR 2026 does not guarantee that Ticket Holders shall be informed of such cancellation prior to the date of the relevant Session.
9.7
In the event of the cancellation of a Session (i.e., where it does not take place) without any rescheduled date, the refund of the Ticket price shall be automatically processed to the payment method used at the time of purchase through an official Dakar 2026 sales channel (excluding transaction fees related to the purchase).
9.8
Except in certain cases expressly specified in these General Terms and Conditions, YOGOC DAKAR 2026 shall not be liable for any losses incurred by the Purchaser as a result of the interruption, postponement or cancellation of a Session.

10. Refund Procedures

10.1
Official paid Tickets, whether digital or physical, sold for competitions and events organised by YOGOC DAKAR 2026 are strictly personal, non-returnable and non-exchangeable. Refunds are exceptional, may under no circumstances be made in cash, and shall only be granted in the cases expressly provided for under these General Terms and Conditions, in particular where one of the situations referred to in Article 9 occurs.
10.2
Prior to attending a Session, the Ticket Holder shall be responsible for obtaining information and ensuring that the Session for which the Ticket was issued is maintained as scheduled.
10.3
Under no circumstances shall any ancillary expenses whatsoever (including hotel, train, air travel, taxi or similar costs) be reimbursed or compensated. Refunds shall only be made to the account charged at the time of purchase of the Ticket through the Official Dakar 2026 YOG Ticketing Platform or the Official On-Site Ticketing Sources. Failing this, reimbursement may be made by bank transfer to a bank account held in the name of the Ticket Purchaser, in accordance with the procedures specified by customer service. No refunds shall be processed on-site, including at on-site ticketing counters.
10.4
Where they are entitled to reimbursement for a Ticket purchased directly through YOGOC DAKAR 2026, Purchasers shall be solely responsible for recovering the Tickets and proof of Ticket purchase from Ticket Holders and for completing all procedures described on the Official Dakar 2026 YOG Ticketing Platform. YOGOC DAKAR 2026 shall endeavour to process all refunds promptly; however, the Purchaser acknowledges that completion of the refund process depends on the payment method used.
10.5
Refunds shall be made solely to the Purchaser and not to the Ticket Holder. Any person seeking reimbursement must prove that they are the Purchaser by submitting to YOGOC DAKAR 2026 the original Tickets and accurate details of the payment method used for payment, or purchase receipts and any other documentation necessary to establish such proof.
10.6
Refunds shall be limited to the face value of the Tickets, and no reimbursement shall be made for applicable delivery charges or any other expenses incurred.

11. Personal Data

11.1
The Personal Data provided by Ticket Purchasers to YOGOC DAKAR 2026 shall, subject to applicable laws (including Senegalese Law No. 2008-12 of 25 January 2008 relating to the protection of personal data), be used, processed and stored by YOGOC DAKAR 2026 (including, where applicable, shared by YOGOC DAKAR 2026 with the IOC or other authorised third parties) in accordance with the terms of the Dakar 2026 YOG Ticketing Privacy Policy attached as Appendix 1 to these General Terms and Conditions and available on the Official Dakar 2026 YOG Ticketing Platform.

12. Image Rights, Photographs and Recordings

12.1
By attending a Session, each Ticket Holder understands and acknowledges that the Session is a public event and that the Ticket Holder’s presence and conduct within or around the perimeter of the Site where the Session takes place are public in nature. The Ticket Holder further understands and acknowledges that they cannot expect any privacy with respect to their actions or conduct during the Session and/or on the Site.
12.2
The Ticket Holder consents to being photographed, filmed, identified and/or otherwise recorded by YOGOC DAKAR 2026, the IOC or any third party authorised by the IOC and/or YOGOC DAKAR 2026, including, without limitation, broadcasters, media organisations, social media platforms, IFs and NOCs, who shall, without compensation, have the right to use such photographs, films or recordings, during and after the Session, in any content format and through any media or technology now existing or hereafter created, whether for commercial or non-commercial purposes, in perpetuity, in connection with the direct or indirect celebration and promotion of the Session, the Dakar 2026 YOG, the Olympic Movement, Olympic values, YOGOC DAKAR 2026 and/or the IOC.
12.3
The Ticket Holder acknowledges that the IOC owns various exclusive rights relating to the Session and the Site, including, where applicable, copyright and trademark rights. The Ticket Holder understands that such exclusive rights prohibit the commercial exploitation and public dissemination of photographs, audio recordings or videos of the Session and/or the Site (including on social media) by any person or entity not expressly authorised to do so by the IOC and/or YOGOC DAKAR 2026.
12.4
The Ticket Holder may only take or record still or moving images and/or sounds within the Site for personal, private, non-commercial and non-promotional purposes. The Ticket Holder undertakes not to transmit or distribute (or otherwise provide to any third party) moving images and/or sounds taken or recorded at the Site by means of television, radio, the internet (including live streaming) or any other electronic media, whether now existing or developed in the future through new technologies, without the prior consent of the IOC.
12.5
The Ticket Holder hereby assigns to the IOC all rights that they may hold in the still and moving images and sounds taken or recorded at the Site, solely for the purpose of enforcing the rights provided for in these General Terms and Conditions against unauthorised exploitation during the Session and/or on the Site. Such assignment is made without any further consent or compensation from the Ticket Holder or any person acting on behalf of the Ticket Holder, worldwide and for the full legal term of the corresponding rights.
12.6
The Ticket Holder is prohibited from taking photographs or videos, making audio recordings or carrying out any other recording in any “no photography zone” designated within the Site and its surroundings, as well as in any other restricted area designated by YOGOC DAKAR 2026, the IOC or any other authorised person.
12.7
The Ticket Holder is prohibited from collecting, disseminating, transmitting or publishing scores, statistics or other information relating to Sessions taking place at the Sites for commercial, betting or gambling purposes.
12.8
The Ticket Holder shall not participate in the propagation or dissemination of commercial messages constituting ambush marketing activities (for example, the concentration of Spectators in the same area of the Site wearing clothing displaying commercial messages).
12.9
The Ticket Holder shall not organise any unauthorised event or activity within or around the Site, whether commercial in nature (including ambush marketing or merchandise sales) or conducted for campaigning or personal purposes.
12.10
In addition to these General Terms and Conditions, all other guidelines made available by the IOC or YOGOC DAKAR 2026 on the Official Dakar 2026 YOG Ticketing Platform shall apply.

13. Liability

13.1
All Ticket Holders must strictly comply with the Spectator Guide attached to these General Terms and Conditions. The Ticket Holder shall be solely responsible for their own safety, the safety of any children accompanying them, and the security of their personal belongings.
13.2
Any personal arrangements, including travel, accommodation or hospitality relating to attendance at a Session, arranged by a Purchaser or Ticket Holder shall be undertaken entirely at the Purchaser’s or Ticket Holder’s own risk.
13.3
YOGOC DAKAR 2026, the IOC, any Site owner, any Member of the Olympic Movement and any other person involved in the organisation of the Dakar 2026 YOG exclude all liability for personal injury or property damage arising from the sale or distribution of Tickets, the organisation and conduct of the Dakar 2026 YOG or events related thereto. Furthermore, YOGOC DAKAR 2026 shall not be liable for damages resulting from telecommunications issues, errors, technical problems, system failures or unlawful manipulation of the relevant computer systems, regardless of the location and nature of such failure. In addition, all liability relating to damage caused by malfunction, interruption (including maintenance) or system overload is excluded.
13.4
YOGOC DAKAR 2026, the IOC, any Site owner, any Member of the Olympic Movement and any other person involved in the organisation of the Dakar 2026 YOG shall not be liable in cases of force majeure, meaning any circumstance beyond the reasonable control of YOGOC DAKAR 2026, the IOC, the Site owner, the Member of the Olympic Movement or any other person involved in the organisation of the Dakar 2026 YOG, including natural events, war, pandemics, acts of terrorism, fires and floods.
13.5
Unless otherwise required by law, neither YOGOC DAKAR 2026, nor the IOC, nor any other Member of the Olympic Movement, nor any other person involved in the organisation of the Dakar 2026 YOG shall have any liability towards a Ticket Holder beyond the face value of the Ticket purchased. Neither YOGOC DAKAR 2026, nor the IOC, nor any Site owner, nor any Member of the Olympic Movement may be held liable to the Purchaser or Ticket Holder for any indirect loss or damage, including, without limitation, punitive damages, loss of enjoyment, goodwill or profits and/or travel or accommodation expenses.

14. General Provisions

14.1
Any request for information regarding Tickets must be addressed to the relevant customer service centre, the contact details of which are available on the Official Dakar 2026 YOG Ticketing Platform, or at the on-site ticketing counter.
14.2
If YOGOC DAKAR 2026 delays or fails to enforce any provision of these General Terms and Conditions, or if an authorised ticketing source delays or fails to enforce such provisions on behalf of YOGOC DAKAR 2026, this shall not constitute a waiver of YOGOC DAKAR 2026’s right to enforce such provisions at a later time.
14.3
These General Terms and Conditions constitute a contractual purchase agreement between the Purchaser and YOGOC DAKAR 2026 (hereinafter collectively referred to as the “Parties” and individually as a “Party”). No Party shall have any claim or remedy in respect of any representation, warranty or undertaking made by or on behalf of another Party in connection with these General Terms and Conditions unless expressly set out herein.
14.4
These General Terms and Conditions have been drafted in French and translated into English. In the event of any discrepancy between the French version and the English version of these General Terms and Conditions, the French version shall prevail.
14.5
These General Terms and Conditions shall be governed by the laws of Senegal, and any dispute arising out of any transaction with YOGOC DAKAR 2026 shall fall within the exclusive jurisdiction of the competent courts of Dakar.

Appendix 1: Dakar 2026 YOG Ticketing Privacy Policy

The Dakar 2026 Youth Olympic Games Organising Committee (hereinafter “YOGOC DAKAR 2026”), whose registered office is located at Eden Roc Building, 26-28 Boulevard Roosevelt, Dakar (Senegal), is committed to respecting and ensuring the protection of your personal data (hereinafter the “Data”) when you use the Official Dakar 2026 YOG Ticketing Platform and in accordance with the purposes specified below.
YOGOC DAKAR 2026 has appointed its own Data Protection Officer (“DPO”), who may be contacted by e-mail at: compliance@Dakar2026.org.

This privacy policy (hereinafter the “Policy”) applies to the processing of Data collected via the Official Dakar 2026 YOG Ticketing Platform (hereinafter the “Platform”) and may be supplemented by additional information regarding Data processing made available for each service provided on the Platform.

1. Definitions

The following definitions and rules of interpretation shall apply to this Policy:

  • « Data Subject » means any natural person whose Data is being processed;
  • « User » means any Person accessing the Platform and/or using the services of the Platform;
  • « you » « your » ou « yours » means a Data Subject.

Unless the context otherwise requires:
(a) words in the singular shall include the plural and words in the plural shall include the singular;
(b) references to one gender shall include references to the other gender; and
(c) the words “other” and “including” shall not limit the generality of the preceding words nor be construed as limited to the same class as the preceding words where a broader interpretation is possible.

Other terms beginning with a capital letter in this Policy and not specifically defined above or elsewhere in the body of this Policy shall have the meaning assigned to them in the General Terms and Conditions.

2. Sources of Data

Where the User logs into the Platform to directly purchase one or more Tickets, the Data is provided directly by the User and is therefore collected and processed by YOGOC DAKAR 2026 for the purposes specified in Article 3 below.

3. General Purposes of Data Processing by YOGOC DAKAR 2026

3.1. For the performance of the contractual relationship or pre-contractual measures:

  • Facilitating your use of the Platform;
  • Managing your Ticket purchases;
  • Managing any other products that may be offered to you through the ticketing platform;
  • Providing you with the information you have requested;
  • Providing customer service support.

3.2. To fulfil our legal, accounting and tax obligations:

  • Ensuring compliance with the legal, accounting and tax obligations of YOGOC DAKAR 2026 and with the General Terms and Conditions;
  • Establishing, exercising or defending legal claims, including in cases of breach of the General Terms and Conditions.

3.3. Subject to your right to object and within the limits of your interests and rights, to meet our legitimate organisational and operational needs:

  • Developing traffic statistics and improving the operation, security and efficiency of the Platform;
  • Maintaining and developing the Platform;
  • Ensuring the security of the Platform and ensuring that it is used in compliance with applicable legislation;
  • Preventing fraud (including ticketing fraud, credit card fraud, payment fraud and cybersecurity fraud);
  • Managing disputes relating to the services provided;
  • Carrying out video surveillance by public authorities;
  • Capturing, using and archiving still and/or moving images or sounds by YOGOC DAKAR 2026, Olympic Broadcasting Services (“OBS”) and/or other duly authorised broadcasters or Persons;
  • For ethical reasons related to safeguarding the integrity of the Dakar 2026 YOG.

3.4. Sending information and promotional communications:

  • Information, communications and promotions relating to Ticket sales for the Dakar 2026 YOG, the volunteer programme, official products and, more generally, all other initiatives of YOGOC DAKAR 2026, where you have provided your consent, without prejudice to processing necessary for the provision of ticketing services.

3.5. Disclosure of Data:

  • To the IOC and/or other third parties, each using the Data received as an independent data controller, for the purposes of establishing fan profiles in order to better understand preferences and interests, personalise services and marketing activities and, where you have provided your consent (where required by applicable law), send you direct marketing communications, including marketing relating to their partners. For further information regarding how each of these entities uses your Personal Data and how you may exercise your Data protection rights with each of them, please refer to their respective privacy policies. 4. Data Collected by YOGOC DAKAR 2026

The Data collected by YOGOC DAKAR 2026 includes the Data you provide when making a request or when using the Platform, and the purposes for which YOGOC DAKAR 2026 uses your Data are set out in the table below. This table may be supplemented by additional information provided at the time the Data is collected.

5. Data retention period

The Data shall be retained by COJOJ DAKAR 2026 and authorised third parties for as long as necessary to fulfil the Authorised Purposes. At the end of such periods, your Data shall, where necessary, be archived for a period not exceeding the applicable statutory limitation periods or legal archiving obligations, or for the duration of any applicable dispute proceedings. Upon expiry of such periods, the Data shall be deleted or destroyed by COJOJ DAKAR 2026 and authorised third parties.

6. Recipients of your Data

To the extent strictly necessary for the Authorised Purposes, your Data shall be made available to our technical service providers and other selected entities, strictly for the purposes of their assigned tasks and in accordance with our instructions, in particular in the areas of information technology (hosted software providers, platform development services, hosting services), customer relations services, customer support, payment management and other communication services, analytics and measurement services, email and push notification services, internet advertising services, as well as for assisting us in assessing and managing any potential breach of the General Terms and Conditions.

In addition, COJOJ DAKAR 2026 may disclose your Data:
  • To the IOC acting as an independent controller in accordance with its privacy policy (Privacy Policy | Olympics.com), for the purposes of assessing and enforcing any potential breach of the General Terms and Conditions, establishing, defending or enforcing its rights and interests (including intellectual property rights), fulfilling its institutional and operational responsibilities related to the organisation, promotion and protection of the Youth Olympic Games and the Olympic Games, as well as producing aggregated reports in support of research, planning, statistical and operational activities of Olympic Movement stakeholders, including the sharing of your Data with such entities for the purposes set out in this Policy.
  • To the IOC and other Olympic Movement stakeholders, including International Federations, National Olympic Committees, other Olympic Games Organising Committees and IOC commercial partners, where you have expressly consented to the disclosure of your Data to such third parties. Where applicable, each of these recipients shall process your Data in accordance with its own privacy policy.
  • To Senegalese public authorities, acting as independent data controllers.

7. Protection of your Data

The Data collected by COJOJ DAKAR 2026, acting as Data Controller, for the Authorised Purposes, are protected by appropriate technical and organisational measures against risks of unauthorised access to or disclosure of your Data, in accordance with applicable laws.

9. Data Subject rights

  • Right to rectification or erasure : right to request correction or deletion of any inaccurate or incomplete Data.
  • Right to restriction of processing : right to request restriction of processing of the Data.
  • Right to object : right to object to the processing of Data on grounds relating to a specific situation.
